A finite version of the Kakeya problem
Let $L$ be a set of lines of an affine space over a field and let $S$ be a set of points with the property that every line of $L$ is incident with at least $N$ points of $S$. Let $D$ be the set of directions of the lines of $L$ considered as points of the projective space at infinity. We give a geometric construction of a set of lines $L$, where $D$ contains an $N^{n-1}$ grid and where $S$ has size $2((1/2)N)^n$, given a starting configuration in the plane. We provide examples of such starting configurations for the reals and for finite fields. Following Dvir's proof of the finite field Kakeya conjecture and the idea of using multiplicities of Dvir, Kopparty, Saraf and Sudan, we prove a lower bound on the size of $S$ dependent on the ideal generated by the homogeneous polynomials vanishing on $D$. This bound is maximised as $((1/2)N)^n$ plus smaller order terms, for $n\geqslant 4$, when $D$ contains the points of a $N^{n-1}$ grid.

This paper is about the combinatorics of finite point configurations in the tropical projective space or, dually, of arrangements of finitely many tropical hyperplanes. Moreover, arrangements of finitely many tropical halfspaces can be considered via coarsenings of the resulting polyhedral decompositions of $\mathbb{R}^d$. This leads to natural cell decompositions of the tropical projective space $\mathbb{TP}_{\min}^{d-1}$. Our method is to employ a known class of ordinary convex polyhedra naturally associated with weighted digraphs. This way we can relate to and use results from combinatorics and optimization. One outcome is the solution of a conjecture of Develin and Yu (2007).

A mapping of $k$-bit strings into $n$-bit strings is called an $(α,β)$-map if $k$-bit strings which are more than $αk$ apart are mapped to $n$-bit strings that are more than $βn$ apart. This is a relaxation of the classical problem of constructing error-correcting codes, which corresponds to $α=0$. Existence of an $(α,β)$-map is equivalent to existence of a graph homomorphism $\bar H(k,αk)\to \bar H(n,βn)$, where $H(n,d)$ is a Hamming graph with vertex set $\{0,1\}^n$ and edges connecting vertices differing in $d$ or fewer entries.
This paper proves impossibility results on achievable parameters $(α,β)$ in the regime of $n,k\to\infty$ with a fixed ratio ${n\over k}= ρ$. This is done by developing a general criterion for existence of graph-homomorphism based on the semi-definite relaxation of the independence number of a graph (known as the Schrijver's $θ$-function). The criterion is then evaluated using some known and some new results from coding theory concerning the $θ$-function of Hamming graphs. As an example, it is shown that if $β>1/2$ and $n\over k$ -- integer, the ${n\over k}$-fold repetition map achieving $α=β$ is asymptotically optimal.
Finally, constraints on configurations of points and hyperplanes in projective spaces over $\mathbb{F}_2$ are derived.
On the isotypic decomposition of cohomology modules of symmetric semi-algebraic sets: polynomial bounds on multiplicities

We consider symmetric (under the action of products of finite symmetric groups) real algebraic varieties and semi-algebraic sets, as well as symmetric complex varieties in affine and projective spaces, defined by polynomials of degrees bounded by a fixed constant $d$. We prove that if a Specht module, $\mathbb{S}^λ$, appears with positive multiplicity in the isotypic decomposition of the cohomology modules of such sets, then the rank of the partition $λ$ is bounded by $O(d)$. This implies a polynomial (in the dimension of the ambient space) bound on the number of such modules. Furthermore, we prove a polynomial bound on the multiplicities of those that do appear with positive multiplicity in the isotypic decomposition of the above mentioned cohomology modules.
We give some applications of our methods in proving lower bounds on the degrees of defining polynomials of certain symmetric semi-algebraic sets, as well as improved bounds on the Betti numbers of the images under projections of (not necessarily symmetric) bounded real algebraic sets, improving in certain situations prior results of Gabrielov, Vorobjov and Zell.

We discuss a Cheeger constant as a mixture of the frustration index and the expansion rate, and prove the related Cheeger inequalities and higher order Cheeger inequalities for graph Laplacians with cyclic signatures, discrete magnetic Laplacians on finite graphs and magnetic Laplacians on closed Riemannian manifolds. In this process, we develop spectral clustering algorithms for partially oriented graphs and multi-way spectral clustering algorithms via metrics in lens spaces and complex projective spaces. As a byproduct, we give a unified viewpoint of Harary's structural balance theory of signed graphs and the gauge invariance of magnetic potentials.

Let $\mathbb{F}_q$ be a finite field, let $\mathbb{X}$ be a subset of a projective space ${\mathbb P}^{s-1}$, over the field $\mathbb{F}_q$, parameterized by rational functions, and let $I(\mathbb{X})$ be the vanishing ideal of $\mathbb{X}$. The main result of this paper is a formula for $I(\mathbb{X})$ that will allows us to compute: (i) the algebraic invariants of $I(\mathbb{X})$, and (ii) the basic parameters of the corresponding Reed-Muller-type code.

Every link diagram can be represented as a signed ribbon graph. However, different link diagrams can be represented by the same ribbon graphs. We determine how checkerboard colourable diagrams of links in real projective space, and virtual link diagrams, that are represented by the same ribbon graphs are related to each other. We also find moves that relate the diagrams of links in real projective space that give rise to (all-A) ribbon graphs with exactly one vertex.

We consider arrangements of n hyperplanes of codimension one in a real projective space of dimension d. Let us denote by F the maximal possible number f of connected components of the complement in the projective space of dimension d to the union of n hyperplanes. We prove that for sufficiently large n and for d>3 almost all integers between n and F could be realized as the numbers of regions for some arrangements of n hyperplanes in the projective space. This fact was known before for d=2,3.

We classify the orbits of elements of the tensor product spaces ${\mathbb{F}}^2\otimes {\mathbb{F}}^3 \otimes {\mathbb{F}}^3$ for all finite; real; and algebraically closed fields under the action of two natural groups. The result can also be interpreted as the classification of the orbits in the $17$-dimensional projective space of the Segre variety product of a projective line and two projective planes. This extends the classification of the orbits in the $7$-dimensional projective space of the Segre variety product of three projective lines [M. Lavrauw and J. Sheekey: Orbits of the stabiliser group of the Segre variety product of three projective lines, Finite Fields Appl. (2014)]. The proof is geometric in nature, relies on properties of the Segre embedding, and uses the terminology of projective spaces.

In this paper we study the following problem:
Discrete partitioning problem (DPP): Let $\mathbb{F}_q P^n$ denote the $n$-dimensional finite projective space over $\mathbb{F}_q$. For positive integer $k \leq n$, let $\{ A^i\}_{i=1}^N$ be a partition of $(\mathbb{F}_q P^n)^k$ such that
(1) for all $i \leq N$, $A^i = \prod_{j=1}^k A^i_j$ (partition into product sets),
(2) for all $i \leq N$, there is a $(k-1)$-dimensional subspace $L^i \subseteq \mathbb{F}_q P^n$ such that $A^i \subseteq (L^i)^k$.
What is the minimum value of $N$ as a function of $q,n,k$? We will be mainly interested in the case $k=n$.

We introduce a family of multi-way Cheeger-type constants $\{h_k^σ, k=1,2,\ldots, n\}$ on a signed graph $Γ=(G,σ)$ such that $h_k^σ=0$ if and only if $Γ$ has $k$ balanced connected components. These constants are switching invariant and bring together in a unified viewpoint a number of important graph-theoretical concepts, including the classical Cheeger constant, those measures of bipartiteness introduced by Desai-Rao, Trevisan, Bauer-Jost, respectively, on unsigned graphs,, and the frustration index (originally called the line index of balance by Harary) on signed graphs. We further unify the (higher-order or improved) Cheeger and dual Cheeger inequalities for unsigned graphs as well as the underlying algorithmic proof techniques by establishing their corresponding versions on signed graphs. In particular, we develop a spectral clustering method for finding $k$ almost-balanced subgraphs, each defining a sparse cut. The proper metric for such a clustering is the metric on a real projective space. We also prove estimates of the extremal eigenvalues of signed Laplace matrix in terms of number of signed triangles ($3$-cycles).

To any graph $G$ one can associate a toric variety $X(\mathcal{P}G)$, obtained as a blowup of projective space along coordinate subspaces corresponding to connected subgraphs of $G$. The polytope of this toric variety is the graph associahedron of $G$, a class of polytopes that includes the permutohedron, associahedron, and stellahedron. We show that the space $X(\mathcal{P}{G})$ is isomorphic to a Hassett compactification of $M_{0,n}$ precisely when $G$ is an iterated cone over a discrete set. This may be viewed as a generalization of the well-known fact that the Losev--Manin moduli space is isomorphic to the toric variety associated to the permutohedron.

A complex Hadamard matrix is a square matrix H with complex entries of absolute value 1 satisfying $HH^*= nI$, where $*$ stands for the Hermitian transpose and I is the identity matrix of order $n$. In this paper, we first determine the image of a certain rational map from the $d$-dimensional complex projective space to $\mathbb{C}^{d(d+1)/2}$. Applying this result with $d=3$, we give constructions of complex Hadamard matrices, and more generally, type-II matrices, in the Bose-Mesner algebra of a certain 3-class symmetric association scheme. In particular, we recover the complex Hadamard matrices of order 15 found by Ada Chan. We compute the Haagerup sets to show inequivalence of resulting type-II matrices, and determine the Nomura algebras to show that the resulting matrices are not decomposable into generalized tensor products.
Betti splitting via componentwise linear ideals

A monomial ideal $I$ admits a Betti splitting $I=J+K$ if the Betti numbers of $I$ can be determined in terms of the Betti numbers of the ideals $J,K$ and $J \cap K$. Given a monomial ideal $I$, we prove that $I=J+K$ is a Betti splitting of $I$, provided $J$ and $K$ are componentwise linear, generalizing a result of Francisco, Hà and Van Tuyl. If $I$ has a linear resolution, the converse also holds. We apply this result recursively to the Alexander dual of vertex-decomposable, shellable and constructible simplicial complexes and to determine the graded Betti numbers of the defining ideal of three general fat points in the projective space.

We give an upper bound on the number of rational points of an arbitrary Zariski closed subset of a projective space over a finite field. This bound depends only on the dimensions and degrees of the irreducible components and holds for very general varieties, even reducible and non equidimensional. As a consequence, we prove a conjecture of Ghorpade and Lachaud on the maximal number of rational points of an equidimensional projective variety.

We give three constructions of a vertex-minimal triangulation of $4$-dimensional real projective space $\mathbb{R}P^4$. The first construction describes a $4$-dimensional sphere on $32$ vertices, which is a double cover of a triangulated $\mathbb{R}P^4$ and has a large amount of symmetry. The second and third constructions illustrate approaches to improving the known number of vertices needed to triangulate $n$-dimensional real projective space. All three constructions deliver the same combinatorial manifold, which is also the same as the only known $16$-vertex triangulation of $\mathbb{R}P^4$. We also give a short, simple construction of the $22$-point Witt design, which is closely related to the complex we construct.
The Enumerative Geometry of Hyperplane Arrangements
We study enumerative questions on the moduli space $\mathcal{M}(L)$ of hyperplane arrangements with a given intersection lattice $L$. Mnëv's universality theorem suggests that these moduli spaces can be arbitrarily complicated; indeed it is even difficult to compute the dimension $D =\dim \mathcal{M}(L)$. Embedding $\mathcal{M}(L)$ in a product of projective spaces, we study the degree $N=\mathrm{deg} \mathcal{M}(L)$, which can be interpreted as the number of arrangements in $\mathcal{M}(L)$ that pass through $D$ points in general position. For generic arrangements $N$ can be computed combinatorially and this number also appears in the study of the Chow variety of zero dimensional cycles. We compute $D$ and $N$ using Schubert calculus in the case where $L$ is the intersection lattice of the arrangement obtained by taking multiple cones over a generic arrangement. We also calculate the characteristic numbers for families of generic arrangements in $\mathbb{P}^2$ with 3 and 4 lines.

The linear representation $T_n^*(\mathcal{K})$ of a point set $\mathcal{K}$ in a hyperplane of $\mathrm{PG}(n+1,q)$ is a point-line geometry embedded in this projective space. In this paper, we will determine the isomorphisms between two linear representations $T_n^*(\mathcal{K})$ and $T_n^*(\mathcal{K}')$, under a few conditions on $\mathcal{K}$ and $\mathcal{K}'$. First, we prove that an isomorphism between $T_n^*(\mathcal{K})$ and $T_n^*(\mathcal{K}')$ is induced by an isomorphism between the two linear representations $T_n^*(\overline{\mathcal{K}})$ and $T_n^*(\overline{\mathcal{K}'})$ of their closures $\overline {\mathcal{K}}$ and $\overline{\mathcal{K}'}$.
This allows us to focus on the automorphism group of a linear representation $T_n^*(\mathcal{S})$ of a subgeometry $\mathcal{S}\cong\mathrm{PG}(n,q)$ embedded in a hyperplane of the projective space $\mathrm{PG}(n+1,q^t)$. To this end we introduce a geometry $X(n,t,q)$ and determine its automorphism group. The geometry $X(n,t,q)$ is a straightforward generalization of $H_{q}^{n+2}$ which is known to be isomorphic to the linear representation of a Baer subgeometry. By providing an elegant algebraic description of $X(n,t,q)$ as a coset geometry we extend this result and prove that $X(n,t,q)$ and $T_n^*(\mathcal{S})$ are isomorphic.
Finally, we compare the full automorphism group of $T^*_n(\mathcal{S})$ with the "natural" group of automorphisms that is induced by the collineation group of its ambient space.

We consider two families of weighted zero-sum constants for finite abelian groups. For a finite abelian group $( G , + )$, a set of weights $W \subset \mathbb{Z}$, and an integral parameter $m$, the $m$-wise Davenport constant with weights $W$ is the smallest integer $n$ such that each sequence over $G$ of length $n$ has at least $m$ disjoint zero-subsums with weights $W$. And, for an integral parameter $d$, the $d$-constrained Davenport constant with weights $W$ is the smallest $n$ such that each sequence over $G$ of length $n$ has a zero-subsum with weights $W$ of size at most $d$. First, we establish a link between these two types of constants and several basic and general results on them. Then, for elementary $p$-groups, establishing a link between our constants and the parameters of linear codes as well as the cardinality of cap sets in certain projective spaces, we obtain various explicit results on the values of these constants.

Inspired by a recent paper of Alain Connes and Catherina Consani which connects the geometric theory surrounding the elusive field with one element to sharply transitive group actions on finite and infinite projective spaces ("Singer actions"), we consider several fudamental problems and conjectures about Singer actions. Among other results, we show that virtually all infinite abelian groups and all (possibly infinitely generated) free groups act as Singer groups on certain projective planes, as a corollary of a general criterion. We investigate for which fields $\mathbb{F}$ the plane $\mathbf{P}^2(\mathbb{F}) = \mathbf{PG}(2,\mathbb{F})$ (and more generally the space $\mathbf{P}^n(\mathbb{F}) = \mathbf{PG}(n,\mathbb{F})$) admits a Singer group, and show, e.g., that for any prime $p$ and any positive integer $n > 1$, $\mathbf{PG}(n,\overline{\mathbb{F}_p})$ cannot admit Singer groups. One of the main results in characteristic $0$, also as a corollary of a criterion which applies to many other fields, is that $\mathbf{PG}(m,\mathbb{R})$ with $m \ne 0$ a positive even integer, cannot admit Singer groups.
