The Kadison-Singer Problem for Strongly Rayleigh Measures and Applications to Asymmetric TSP
Marcus, Spielman, and Srivastava in their seminal work \cite{MSS13} resolved the Kadison-Singer conjecture by proving that for any set of finitely supported independently distributed random vectors $v_1,\dots, v_n$ which have "small" expected squared norm and are in isotropic position (in expectation), there is a positive probability that the sum $\sum v_i v_i^\intercal$ has small spectral norm. Their proof crucially employs real stability of polynomials which is the natural generalization of real-rootedness to multivariate polynomials.
Strongly Rayleigh distributions are families of probability distributions whose generating polynomials are real stable \cite{BBL09}. As independent distributions are just special cases of strongly Rayleigh measures, it is a natural question to see if the main theorem of \cite{MSS13} can be extended to families of vectors assigned to the elements of a strongly Rayleigh distribution.
In this paper we answer this question affirmatively; we show that for any homogeneous strongly Rayleigh distribution where the marginal probabilities are upper bounded by $ε_1$ and any isotropic set of vectors assigned to the underlying elements whose norms are at most $\sqrt{ε_2}$, there is a set in the support of the distribution such that the spectral norm of the sum of the natural quadratic forms of the vectors assigned to the elements of the set is at most $O(ε_1+ε_2)$. We employ our theorem to provide a sufficient condition for the existence of spectrally thin trees. This, together with a recent work of the authors \cite{AO14}, provides an improved upper bound on the integrality gap of the natural LP relaxation of the Asymmetric Traveling Salesman Problem.
Graph invariants from ideas in physics and number theory
We study free scalar field theory on a graph, which gives rise to a modified version of discrete Green's function on a graph studied in \cite{CY}. We show that this gives rise to a graph invariant, which is closely related to the 2-dim Weisfeiler-Lehman algorithm for graph isomorphism testing. We complement this invariant by another type of graph invariants, coming from viewing graphs as quadratic forms over the integers. We explain that the combination of these two ideas give rise to an interesting approach to the graph isomorphism problem.
Semiampleness criteria for divisors on $\overline M_{0,n}$
We develop new characteristic-independent combinatorial criteria for semiampleness of divisors on $\overline{M}_{0,n}$. As an application, we associate to a cyclic rational quadratic form satisfying a certain balancedness condition an infinite sequence of semiample line bundles. We also give several sufficient and effective conditions for a symmetric divisor on $\overline{M}_{0,n}$ to be semiample or nef.
Pairwise transitive 2-designs

We classify the pairwise transitive 2-designs, that is, 2-designs such that a group of automorphisms is transitive on the following five sets of ordered pairs: point-pairs, incident point-block pairs, non-incident point-block pairs, intersecting block-pairs and non-intersecting block-pairs. These 2-designs fall into two classes: the symmetric ones and the quasisymmetric ones. The symmetric examples include the symmetric designs from projective geometry, the 11-point biplane, the Higman-Sims design, and designs of points and quadratic forms on symplectic spaces. The quasisymmetric examples arise from affine geometry and the point-line geometry of projective spaces, as well as several sporadic examples.
A structure theorem for multiplicative functions over the Gaussian integers and applications

We prove a structure theorem for multiplicative functions on the Gaussian integers, showing that every bounded multiplicative function on the Gaussian integers can be decomposed into a term which is approximately periodic and another which has a small U^{3}-Gowers uniformity norm. We apply this to prove partition regularity results over the Gaussian integers for certain equations involving quadratic forms in three variables. For example, we show that for any finite coloring of the Gaussian integers, there exist distinct nonzero elements x and y of the same color such that x^{2}-y^{2}=n^{2} for some Gaussian integer n. The analog of this statement over Z remains open.
On elliptic ovoids and their rosettes in a classical generalized quadrangle of even order

Let Q_0 be the classical generalized quadrangle of order q = 2n arising from a non-degenerate quadratic form in a 5-dimensional vector space defined over a finite field of order q. We consider the rank two geometry X having as points all the elliptic ovoids of Q_0 and as lines the maximal pencils of elliptic ovoids of Q_0 pairwise tangent at the same point. We first prove that X is isomorphic to a 2-fold quotient of the affine generalized quadrangle Q \setminus Q_0 where Q is the classical (q; q^2)-generalized quadrangle admitting Q_0 as a hyperplane. Then, we investigate the collinearity graph Γof X: In particular, we obtain a classification of the cliques of Γproving that they arise either from lines of Q or subgeometries of Q defined over F_2
Fixed-rank Rayleigh Quotient Maximization by an $M$PSK Sequence

Certain optimization problems in communication systems, such as limited-feedback constant-envelope beamforming or noncoherent $M$-ary phase-shift keying ($M$PSK) sequence detection, result in the maximization of a fixed-rank positive semidefinite quadratic form over the $M$PSK alphabet. This form is a special case of the Rayleigh quotient of a matrix and, in general, its maximization by an $M$PSK sequence is $\mathcal{NP}$-hard. However, if the rank of the matrix is not a function of its size, then the optimal solution can be computed with polynomial complexity in the matrix size. In this work, we develop a new technique to efficiently solve this problem by utilizing auxiliary continuous-valued angles and partitioning the resulting continuous space of solutions into a polynomial-size set of regions, each of which corresponds to a distinct $M$PSK sequence. The sequence that maximizes the Rayleigh quotient is shown to belong to this polynomial-size set of sequences, thus efficiently reducing the size of the feasible set from exponential to polynomial. Based on this analysis, we also develop an algorithm that constructs this set in polynomial time and show that it is fully parallelizable, memory efficient, and rank scalable. The proposed algorithm compares favorably with other solvers for this problem that have appeared recently in the literature.
Shapes of polyhedra, mixed volumes, and hyperbolic geometry

We are generalizing to higher dimensions the Bavard-Ghys construction of the hyperbolic metric on the space of polygons with fixed directions of edges.
The space of convex d-dimensional polyhedra with fixed directions of facet normals has a decomposition into type cones that correspond to different combinatorial types of polyhedra. This decomposition is a subfan of the secondary fan of a vector configuration and can be analyzed with the help of Gale diagrams.
We construct a family of quadratic forms on each of the type cones using the theory of mixed volumes. The Alexandrov-Fenchel inequalities ensure that these forms have exactly one positive eigenvalue. This introduces a piecewise hyperbolic structure on the space of similarity classes of polyhedra with fixed directions of facet normals. We show that some of the dihedral angles on the boundary of the resulting cone-manifold are equal to π/2.
Tropicalizing the positive semidefinite cone

We study the tropicalization of the cone of positive semidefinite matrices over the ordered field of real Puiseux series. The tropical PSD matrices form the normal cone of the Newton polytope of the symmetric determinant at the vertex corresponding to the product of diagonal entries. We find generators and defining inequalities of the cone. The PSD tropical quadratic forms are those that induce the trivial subdivision on the standard simplex dilated by two. We also show that the tropical PSD cone is the tropical convex hull of the set of symmetric matrices of tropical rank one and that every tropical PSD matrix can be factored as a tropical product of a matrix and its transpose.
New constructions of quaternary bent functions
In this paper, a new construction of quaternary bent functions from quaternary quadratic forms over Galois rings of characteristic 4 is proposed. Based on this construction, several new classes of quaternary bent functions are obtained, and as a consequence, several new classes of quadratic binary bent and semi-bent functions in polynomial forms are derived. This work generalizes the recent work of N. Li, X. Tang and T. Helleseth.
Lattice point counting and height bounds over number fields and quaternion algebras

An important problem in analytic and geometric combinatorics is estimating the number of lattice points in a compact convex set in a Euclidean space. Such estimates have numerous applications throughout mathematics. In this note, we exhibit applications of a particular estimate of this sort to several counting problems in number theory: counting integral points and units of bounded height over number fields, counting points of bounded height over positive definite quaternion algebras, and counting points of bounded height with a fixed support over global function fields. Our arguments use a collection of height comparison inequalities for heights over a number field and over a quaternion algebra. We also show how these inequalities can be used to obtain existence results for points of bounded height over a quaternion algebra, which constitute non-commutative analogues of variations of the classical Siegel's lemma and Cassels' theorem on small zeros of quadratic forms.
Random weighted projections, random quadratic forms and random eigenvectors

We present a concentration result concerning random weighted projections in high dimensional spaces. As applications, we prove
(1) New concentration inequalities for random quadratic forms;
(2) The infinity norm of most unit eigenvectors of a random $\pm 1$ matrix is of order $O( \sqrt { \log n/n})$;
(3) An estimate on the threshold for the local semi-circle law which is tight up to a $\sqrt {\log n}$ factor.
Smoothness and singularities of the perfect form and the second Voronoi compactification of ${\mathcal A}_g$
We study the cones in the first Voronoi or perfect cone decomposition of quadratic forms with respect to the question which of these cones are basic or simplicial. As a consequence we deduce that the singular locus of the moduli stack ${\mathcal A_g^{\mathop{Perf}}}$, the toroidal compactification of the moduli space of principally polarized abelian varieties of dimension $g$ given by this decomposition, has codimension $10$ if $g \geq 4$. Moreover we describe the non-simplicial locus in codimension $10$. We also show that the second Voronoi compactification ${\mathcal A_{g}^{\mathop{Vor}}}$ has singularities in codimension $3$ for $g\geq 5$.
Lifting Constructions of Strongly Regular Cayley Graphs

We give two "lifting" constructions of strongly regular Cayley graphs. In the first construction we "lift" a cyclotomic strongly regular graph by using a subdifference set of the Singer difference set. The second construction uses quadratic forms over finite fields and it is a common generalization of the construction of the affine polar graphs \cite{CK86} and a construction of strongly regular Cayley graphs given in \cite{FWXY}. The two constructions are related in the following way: The second construction can be viewed as a recursive construction, and the strongly regular Cayley graphs obtained from the first construction can serve as starters for the second construction. We also obtain association schemes from the second construction.
Capturing Forms in Dense Subsets of Finite Fields

An open problem of arithmetic Ramsey theory asks if given a finite $r$-colouring $c:\mathbb{N}\to\{1,...,r\}$ of the natural numbers, there exist $x,y\in \mathbb{N}$ such that $c(xy)=c(x+y)$ apart from the trivial solution $x=y=2$. More generally, one could replace $x+y$ with a binary linear form and $xy$ with a binary quadratic form. In this paper we examine the analogous problem in a finite field $\mathbb{F}_q$. Specifically, given a linear form $L$ and a quadratic from $Q$ in two variables, we provide estimates on the necessary size of $A\subset \mathbb{F}_q$ to guarantee that $L(x,y)$ and $Q(x,y)$ are elements of $A$ for some $x,y\in\mathbb{F}_q$.
Tropical Teichmuller and Siegel spaces

In this paper, we present a unified study of the moduli space of tropical curves and Outer space which we link via period maps to the moduli space of tropical abelian varieties and the space of positive definite quadratic forms. Our work is a first step towards exhibiting Outer space and the space of positive definite quadratic forms as analogues of Teichmüller space and Siegel space, respectively, in tropical geometry. All these spaces and the maps among them are described within the category of ideal stacky fans, which we describe in detail.
On fibrations with flat fibers

We describe pairs (p,n) such that n-dimensional affine space is fibered by pairwise skew p-dimensional affine subspaces. The problem is closely related with the theorem of Adams on vector fields on spheres and the Hurwitz-Radon theory of composition of quadratic forms.
On the evaluation at (-i,i) of the Tutte polynomial of a binary matroid

Vertigan has shown that if $M$ is a binary matroid, then $|T_M(-ι,ι)|$, the modulus of the Tutte polynomial of $M$ as evaluated in $(-ι, ι)$, can be expressed in terms of the bicycle dimension of $M$. In this paper, we describe how the argument of the complex number $T_M(-ι,ι)$ depends on a certain $\zfour$-valued quadratic form that is canonically associated with $M$. We show how to evaluate $T_M(-ι,ι)$ in polynomial time, as well as the canonical tripartition of $M$ and further related invariants.
On tight spherical designs

Let X be a tight t-design of dimension n for one of the open cases t=5 or t=7. An investigation of the lattice generated by X using arithmetic theory of quadratic forms allows to exclude infinitely many values for n.
Convex pencils of real quadratic forms

We study the topology of the set X of the solutions of a system of two quadratic inequalities in the real projective space RP^n (e.g. X is the intersection of two real quadrics). We give explicit formulae for its Betti numbers and for those of its double cover in the sphere S^n; we also give similar formulae for level sets of homogeneous quadratic maps to the plane. We discuss some applications of these results, especially in classical convexity theory. We prove the sharp bound b(X)\leq 2n for the total Betti number of X; we show that for odd n this bound is attained only by a singular X. In the nondegenerate case we also prove the bound on each specific Betti number b_k(X)\leq 2(k+2).
